A new kind of interaction between ions in a weakly ionized plasma due to exchange of phonons in neutral gas is established. With allowance for this interaction and on the basis of the nonlocal statistical approach, the distribution of the electric fields produced by the nonelectromagnetic processes and by the electrostatic forces within a spherically symmetric configuration is found.
