In this issue, we publish the last paper by the outslanding theoretical physicist Boris Valentinovich Medvedev, who died on 25 January 2000. Boris Valentinovich was one of the founders of our journal. The Editorial Board expresses its deep condolence to relatives and friends of Boris Valentinovich.
