Quantization of field theory in the sector with zero charges

The sector of states with zero charges is considered in a field theory with global gauge symmetry. It is shown that the classical dynamics of this sector is described by a Hamiltonian containing noneommuting factors. The nonuniqueness which arises when this Hamiltonian is quantized is investigated.
