Transformation of the system of Maxwell equations in an inhomogeneous medium into an equation on the rotation group

Maxwell's equations in an inhomogeneous isotropic medium are transformed into a single second-order equation on the manifold $\mathbf R^3\times SO(3)$. The short-wavelength asymptotic behavior of the electromagnetic field in an inhomogeneous medium is investigated on the basis of this interpretation of Maxwell's equations.
