Electromagnetic field without indefinite metric

A scheme for quantizing the electromagnetic field is considered in which there occur only physical, transversely polarized photons and the metric of the state space is positive definite. It is shown that this scheme can be constructed in such a way that the theory is local and relativistically invariant.
