A model is proposed for describing the structure of states of intermediate excitation energies and highly-excited states in odd spherical nuclei. The process of fragmentation responsible for the increasing complexity of the structure of states with increasing excitation energy is described by means of the interaction of quasiparticles with phonons of different types. The basic equations of the model are obtained. A method is proposed for calculating the density of highly excited states in odd spherical nuclei.
