Basic equations are obtained for a model for describing the structure of highly excited states of atomic nuclei. The interaction between nucleons is represented in the form of an average field of the nucIeus, an interaction leading to binary correlations of superconducting type, and multipole and spin-multipole forces. Allowance is made for the interaction between quasiparticles and phonons, which causes the structure of states to become more complicated with increasing excitation energy.
