Optimal control problems with the Boltz type cost functionals and the fixed final time moment are considered. If the set of admissible velocities is nonconvex then generalized measure valued controls are used. Necessary and sufficient optimality conditions are obtained with the help of generalized Cauchy characteristics of the Bellman equation and superdifferentials of the Bellman function.
