The purpose of this work is to describe certain elements of the ring W(Z) of the (big) Witt vectors with coefficients in Z whose properties are very similar with the properties of the binomial coefficients. We prove both a binomial formula and a Pascal formula. By means of those elements we can construct a W(Z)-algebra of divided fractional powers.
