In this note some properties of proportional Electoral Systems are studied to compare Hare quotas method with largest remainder and largest divisor methods. The proof is reported of the fact that the largest divisor methods derivefrom the Least Squares method. This is also applied to bi-allocate seats to parties andto districts.
