A calculation technique is presented which describes the reflected and refracted electromagnetic fields (EMF) generated by a pulsed radiation source elevated above the ground surface near the air-ground interface boundary. The technique is based on numerical integration using the finite differences method of the one-dimensional unstationary Maxwell equations system at the lag time. It allows to calculate reflected and refracted EMF at any angles of incidence, incident signal shape and soil electrophysical characteristics inlcuding a multi-layered one. The EMF calculation results in the air and ground are given.
