A Graham-Sloane type construction for $s$-surjective matrices

Summary: We give a construction of ( n- s)-surjective matrices with $n$ columns over $\mathbb Z _{ q}$ mathbbZ_q using Abelian groups and additive s-bases. In particular we show that the minimum number of rows $ms _{q}$( n,n- s) in such a matrix is at most $s ^{s} q ^{n-s}$ for all q, n and $s$.
