Dispersion of non-stationary $SV$ Rayleigh waves near the surface of an inhomogeneous elastic body

Formulas for the phase and group velocities of surface non-stationary Rayleigh $SV$ modes as functions of time and space coordinates are obtained. These formulas are deduced by using of double Fourier transformation and are in agree with the results in the stationary case.
