The mathematical model of the initial plasma stage control problem in ITER is considered. There are two steps in the initial plasma stage: before plasma formation and after it. During the first step one should create conditions for the breakdown of plasma (i. e. achieving the low level of scattered fields and the required loop voltage) with the given technological constraints and physical requirements. In the second step the rise of electrical current in plasma is carried out. In the simulation of the dynamics of currents we take into account the geometrical and physical parameters of the vacuum chamber and the electromagnetic system of ITER, which includes active and passive super conducting poloidal coils located outside the vacuum chamber. The laws of voltage variation on the control coils during the discharge, its initial current values and resistances are considered as control functions. Bibliogr. 21. Il. 7.
