A linear partial differential equation with random characteristics is investigated in the case when the corresponding deterministic problem has no solution. Similar problems a rise in the kinetic theory of collisionless shock waves. It is shown that for the problem to be correct some additional variables must be introduced. In so doing the problem is reduced to that for a parabolic kinetic equation.
