A derivation is given of the kinetic equation for particles entering a medium in small quantities when their interaction with each other may be neglected. The probabilities of transitions, being determined only by the state of the medium, are expressed by means of the density of the particles, their temperature and the rate of hydrodynamical displacement, which are given for each component of matter as an arbitrary function of time and place. The scattering is considered elastic. The kinetic equation obtained in general terms becomes concrete for cases of travelling neutrons and charged particles in plasma.
