In the framework of perturbation theory, a method is proposed for calculating the energy
levels and transition probabilities in a relativistic atom based on reduction of the quasipotential
equation to an equivalent Sehrödinger equation with an effective potential. The
effective potential and effective photon emission vertex are found in the two lowest orders.
