The nonequilibrium density matrix method is used in the approximation of strong
“longitudinal” relaxation in each individual multilevel quantum state to study transitions induced by resonance interactions between levels belonging to different states of a quantum subsystem. The transition rates are found in the cases of weak and strong interaction of each of the levels of the subsystem with the thermal bath.
