              			The nonequilibrium density matrix method for a quantum subsystem is used to consider energy transitions between the vibrational levels of a harmonic oscillator which interacts with a thermal bath. Kinetic equations are obtained for the populations of the equidistant levels and the times of internal conversion, which govern the transition to the equilibrium state, are found.
