In the framework of $S$-matrix electrodynamics, all the model-independent terms are found in the expansion of the bremsstrahltmg matrix element in the photon energy. Similar expansions are obtained for processes with a virtual charged particle. The expansions obtained for the bremsstrahlung matrix element are used to show that the threshold theorem of Low and Gell-Mann and Gotdberger for Compton scattering on a charged particle with spin 0 holds in all orders in the electromagnetic interaction.
