Dual symmetry of quantum electrodynamics

It is shown that quantum electrodynamics can be given a dual-symmetric form without introducing
a new kind of particle (the Dirac monopole). The quantum theory of magnetic
charge is analyzed on this basis. A new argument is induced in favor of the charge quantization
condition in the theory.
