On control problem of asynchronous spectrum of linear system with left block of incomplete rank

We consider the linear control periodic system with reverse communication. It is supposed that the average matrix coefficient is block triangular in critical case and some left block of non-stationary component of matrix coefficient has incomplete column rank. The control problem of asynchronous spectrum is solved.
