Modern imitation of improving the quality of education and the experience of systematic problem solving in the 1930s

The problem of improving the quality of general mathematics education is becoming more and more urgent and painful. The article reveals the methodology of bureaucratic imitation of solving this problem. As an effective alternative, a brief overview of the systematic actions of the authorities in 1931-1937 is given.
