The exact formula for the optimal parameter of the ROS4 schemes

The ROS4 schemes depending on one parameter are used often to calculate stiff systems of differential equations. The optimal values of the parameter are those, when the scheme occurs L1-stable. The analytic formula is found for these parameter values.
