A 3-dimensional model of transient processes in plasma

In the paper we study the 3-dimensional linearized model of ionized processes in plasma, that are decribed by 4th-order nonstationary PDE (which is a 3-dimensional analogue of the Kadomtsev–Petviashvily's equation). For that equation the Cauchy fundamental solution and exact solution of Cauchy task are being built and their properties are being studied. Some physical effects are being stated, and, particularly, the wave focusing effect. The representation of solution in terms of superposition of contracting wave packets is also given.
