The model of ionized air that contains ion-molecular complexes is developed and investigated. Special attention is given for optical and electrical characteristics of media, which are responsible for interaction with an external electric field. Computation of electroconductivity depending on parameters of media, hydrated ions and external field is carried out for earth atmosphere. A possibility of application of proposed model for monitoring of close-to-earth radioactive exhausts is discussed.
