Based on the in-depth analysis of the experimental data of the hardware-software complex "SAGITTARIUS-MONITORING", a project of its deep modernization is proposed by introducing a new sensor of its own design instead of the standard "Flood-P" sensor, based on the ranking of incoming signals, which allows to increase the reliability and efficiency in the detection of floods and floods.
