The approach to the elaboration of coordinated strategies of usage of transboundary water resources is proposed. The principle of open control is investigated in two possible situations – when there is no agreement on the transboundary water objects use between countries or when existing agreement is reconsidered. In both cases trade-off (perfect harmonization) is achieved.
