Ontoneuromorphogenesis algorithm based on the idea of using model of presynaptic terminals as containers of neuromediators which indicate the direction and intensity of growth of the neuronal tree dependent on the video flow is proposed. A formal description of neuronal elements and neuroplasticity algorithm is built. An algorithm of recognition of complex situation registered via video camera is worked out.
