The present study focuses on the data structures and algorithms for information retrieval to provide machine "understanding" of text information for search and analytical applications. The article is the second part of the study. It describes the developed relevance and ranking algorithms. The proposed methods are the basis of search and analytical services of information-analytical system. Also in the second part the experimental evaluation of the created algorithms and software is discussed.
