About one of Uljanov's theorems

Say that the sequence defined through the function $\alpha(t)$ satisfies the condition (B), if it is a Weyle's factor. The problem of the condition's (B) equivalence to the convergence of integral expressed through the function $\alpha(t)$ and through the fractional symmetric differences has been discussed in the article.
