There is an attempt of formalisation of an estimation of quality of the changes of laws is undertaken in this paper. It is offered to present the Criminal code of the Russian Federation as linguistic system and to analyse its quality on a basis of rank distribution of frequency dictionary of criminal punishments for Economic crimes. Comparative characteristics of various models of rank distributions are described, the choice of model within the limits of V.P. Maslov's approach is proved.
