On the formation of soft norms for evaluating the functioning of complex systems

The method for the formation of soft norms for complex systems operating under conditions of uncertainty is presented, based on the methodology of Bayesian intelligent measurements within the framework of the regularizing Bayesian approach. The implementation of the method is demonstrated using the example of agriculture in the Tula region.
