An Improved Approach for Estimating Returns to Scale in DEA

This article reviews the estimation of Returns To Scale (RTS) in Data Envelopment Analysis (DEA), presented by Golany and Yu and proposes a new method to do this estimation. we show that the new method does not have the shortcoming of the previous one. Furthermore, it is able to evaluate Returns To Scale (RTS) to the right and left of the given unit in all conditions. This method is elaborated by anillustrative example.
