Examples of $\varepsilon$-exhaustive pathological submeasures

For any given $\varepsilon>0$ we construct an $\varepsilon$-exhaustive
normalized pathological submeasure. To this end we use
potentially exhaustive submeasures and barriers of finite subsets
of ${\Bbb N}$.
